I always thought Now and Then, Here and There was sadder than Grave of the Fireflies.
Grave of the Fireflies was sort of a typical war episode.

Now and Then, Here and There; I recently saw the first DVD, and it's so depressing, that I wanna see more. That king guy is a complete psycho! And that poor cat! OMG, It's soo good.
For sadder animes than jin roh (Which, by the way, is one of my favorite anime of all. Graphics are brilliant, plot is amazing, and the abstract woven story of little red riding hood makes it the best art house I’ve ever seen!) would be Nausicaa, at the end when she ... umm I won't put in any spoilers. But if you're implying that 'sad' means depressing, then defiantly Boogie Pop Phantom. OR end of evangelion, I thought that was depressing. Total genesis tends to be that way!
